Kunjungan ke mal-mal atau pusat perbelanjaan dilaporkan terus berkurang. Hal itu bukan hanya dipicu oleh semakin menipisnya kantong warga kelas menengah RI. Tapi juga ada faktor lain yang jadi pemicu.
Ketua Umum Himpunan Peritel & Penyewa Pusat Perbelanjaan Indonesia (HIPPINDO) Budihardjo Iduansjah mengatakan, penurunan kunjungan itu terutama di mal-mal segmen kelas menengah. Sedangkan di mal-mal mewah tidak terlihat ada penurunan signifikan.
“Di Jakarta, kalau dikatakan nggak belanja di hari kerja, betul. Jadi mal itu Senin-Jumat itu orang malas ke mal, kena (aturan) ganjil genap. Kelas menengah ini kan mobilnya cuma satu. Kalau Plaza Indonesia nggak sepi. Yang belanja ke Plaza Indonesia itu, hari ini ganjil dia naik Alphard yang ganjil. Hari ini genap, dia naik Mercedes yang genap,” kata Budihardjo kepada CNBC Indonesia, dikutip Rabu (18/9/2024).
“Artinya nggak pusing. Tapi coba lihat GI, hari biasa sepi. Hari Sabtu-Minggu, ramai. Karena yang ke sana itu kelas menengah yang mobilnya satu. Jadi mau ke mal malas kena ketentuan ganjil genap. Jadi aturan ganjil-genap itu mematikan mal dan ritel,” tambahnya.
Jika kondisi itu terus terjadi, ujarnya, lama-lama akan semakin berdampak bagi penjualan toko-toko di mal tersebut.
“Kalau daya beli ya begini-begini saja. Tapi kalau ini (penurunan kunjungan ke mal efek ketentuan ganjil genap) diteruskan lama-lama, ya mungkin, akhirnya toko akan terkena dampak. Toko-toko, dan kemudian akan berdampak pada ekonomi Indonesia. Ekonomi Indonesia, ekonomi Jakarta akan semakin mengecil, mengecil” ujarnya.
“Jadi harus benar-benar dilihat apakah peraturannya sudah tepat untuk menstimulasi ekonomi,” cetusnya.
Selain itu, kata Budihardjo, fasilitas parkir mal juga akan berdampak pada keinginan berbelanja konsumen.
Kantong Warga RI Menipis
Secara terpisah, Ketua Umum Asosiasi Pengusaha Pusat Belanja Indonesia (APPBI) Alphonzus Widjaja memprediksi, pertumbuhan industri ritel modern dan mal tahun ini kemungkinan hanya bisa single digit. Hal itu, kata dia, karena semakin menipisnya kantong warga RI, yang kemudian memengaruhi pola belanja.
“Uang yang dipegang semakin sedikit. Maka saat ini pola belanja masyarakat kelas menengah bawah cenderung untuk membeli barang ataupun produk dengan nilai atau harga satuan yang lebih kecil atau murah,” kata Alphonzus Widjaja kepada CNBC Indonesia, dikutip Ravu (18/9/2024).
“Inilah juga yang menjadi salah satu penyebab kenapa barang impor ilegal semakin marak. Dikarenakan harganya yang sangat murah akibat tidak membayar berbagai pungutan dan pajak sebagaimana mestinya,” cetusnya.
Dia mengatakan, penurunan daya beli masyarakat kelas menengah bawah telah terjadi sejak awal tahun ini terutama setelah Idulfitri 2024. Daya beli masyarakat kelas menengah bawah di luar pulau Jawa relatif lebih stabil dibandingkan dengan yang di pulau Jawa.
“Diperkirakan kondisi ini akan terus terjadi sampai dengan akhir tahun ini. Sehingga diprediksi juga pertumbuhan industri usaha ritel secara keseluruhan pada 2024 ini hanya akan single digit saja,” kata Alphonzus.
“Diharapkan akan terjadi perbaikan pada tahun 2025 mengingat pemerintah baru menargetkan pertumbuhan ekonomi yang cukup agresif dari tahun-tahun yang lalu,” pungkasnya.
